Scope and Contents Educator, author, and outdoorsman, Havilah Babcock was born on March 6, 1898 in Appomattox, Virginia, a son of H.C. and Blanche Moore Babcock. He married Alice Hudson Cheatham in 1919. They had one son, Hudson Homer Havilah. He received a Bachelor of Arts in 1918 and a Bachelor of Philosophy in 1919 from Elon College in North Carolina. Abstract The League of Women Voters of Columbia/Richland County (S.C.) was organized as a provisional league in 1947, and recognized as a local league in 1950, one year after the recognition of the Charleston and Spartanburg leagues. These three local organizations formed the nucleus of the state League. The League is a non-partisan organization that encourages citizens to learn about and become active in national, state, and local government.
